NCDOT Plans for NC16-business at Denver

The North Carolina Department of Transportation proposes to improve NC16-business intersections with Forney Hill Road/Campground Road and St. James Church Road/Will Proctor Street to help facilitate east-west traffic flow between St. James Church Road and Campground Road in Denver.

The multiple part project isn't going to happen until later in the decade.  Right-of-way acquisition is currently slated to begin next year and construction to begin in 2027. 

Related to this proposal, DOT will hold an Open House Public Meeting next Tuesday (April 9th) from 5-7 PM at Denver United Methodist Church (3910 N. NC16-business in Denver).

  While No formal presentation will be made, DOT representatives will be available for questions or comments; and maps and other information will be available.

A feasibility study for the project conducted in 2018 recommended roadway widening of NC16-business, two-way left turn improvements on Will Proctor Street, and a new single-lane roundabout connecting Campground Road and Will Proctor Street. 

A second feasibility study was conducted for the project in 2021. Thirteen alternative concepts were considered and two alternatives were chosen (the second of them involving two options).

The purpose of the project is to improve the operations of the NC16-business intersections with Forney Hill Road/Campground Road and St. James Church Road/Will Proctor Street, as well as to facilitate east-west traffic flow between St. James Church Road and Campground Road. Under current conditions, these existing signalized intersections are primary contributors to the heavy congestion along NC16-business in the 'downtown' Denver area during peak hours.

As said, two alternatives are currently being considered for the proposed project, with two options under consideration for Alternative 2.

Alternative 1

•New connector road west of N.C. 16 Business between Forney Hill Road and St. James Church Road with single-lane roundabouts at both ends

•Turn Lane improvements and left turn restrictions from N.C. 16 Business at St. James Church Road/Will Proctor Street 

•Turn Lane improvements and left turn restrictions from N.C. 16 Business between Forney Hill Road/Campground Road 

•New left turn lane from Campground Road onto Catawba-Burris Road

Alternative 2 - Option 1 

•Symmetrical Widening of N.C. 16 Business

Widen NC16  to a 5-lane typical section on the east and west ends 

Contains all Alternative 1 improvements

•New connector road west of NC16 between Forney Hill Road and St. James Church Road with single-lane roundabouts at both ends

•Turn Lane improvements and left turn restrictions from NC16 at St. James Church Road/Will Proctor Street 

•Turn Lane improvements and left turn restrictions from NC16  between Forney Hill Road/Campground Road 

•New left turn lane from Campground Road onto Catawba-Burris Rd.

 

Alternative 2 - Option 2

•Asymmetrical widening of N.C. 16 Business (widening to the south toward the Forney Hill Road and St. James Church Road side)

•Widen NC16-business to a 5-lane typical section on the east and west ends

Contains all Alternative 1 improvements

•New connector road west of NC16-business between Forney Hill Road and St. James Church Road with single-lane roundabouts at both ends

•Turn Lane improvements and left turn restrictions from NC16-business at St. James Church Road/Will Proctor Street 

•Turn Lane improvements and left turn restrictions from NC16-business between Forney Hill Road/Campground Road 

•New left turn lane from Campground Rd. onto Catawba-Burris Rd.
