Congressional Race Filing May Be Delayed

Wayne Howard
Staff Writer

Filing for Congress in North Carolina's eleven US House districts may be delayed.  A three-judge panel said last week that the filing for US House seats may be delayed until the judges have time to rule on a lawsuit challenging the new districts. Filing for other offices up for election in 2020 begins Monday (Dec. 2nd).

The new district map--drawn by the NC General Assembly--takes Gaston & Cleveland counties out of the 10th district along with other counties to the west.  Gaston & Cleveland would become part of the 5th district.

Lincoln County remains in the 10th, currently represented by Patrick McHenry, who lives in eastern Lincoln County on Lake Norman and who says he will file for re-election.  Two Democrats who had announced they would oppose McHenry would be removed from his district.   David Wilson Brown lives in McAdenville and Gina Collias lives in Cleveland County. The new map puts both in the 5th district, represented now by Virginia Foxx. The district has been represented by a Republican since 1995, including current US Senator Richard Burr from 1995 -2005. Foxx has represented the district since 2005, the same year McHenry became the representative from the 10th district.

Up for election next year in addition to the 11 seats in Congress is one of the North Carolina US Senate seats--the one currently held by Thom Tillis.  Seats in the NC House & NC Senate are also up for election.

Local elections next year include races for three seats on the Lincoln County Commission, those currently held by Carrol Mitchem, Rich Permenter and Anita McCall.

Four seats on the Lincoln County Board of Education are also up for election, but in that non-partisan race, filing doesn't begin until June 1st.  The seats that will be up for election next year are the district 1 seat currently held by Cathy Davis, the district 3 seat currently occupied by Kirk Herbertson, the district 4 seat currently represented by Mark Mullen, and one of the at-large seats, currently held by Heather Rhyne.

The filing period for all but the School Board is currently Dec. 2nd-Dec. 20th, but the judges put the start of Congressional filing on hold.  They haven't yet changed the deadline for filing, but it's possible--as happened in 2016---that they'll change the filing period and move the Congressional primary to May instead of March 3rd when the other primary elections are to be held.

Several candidates--all Republicans--have expressed an interest in running for a seat on the County Commission.  Aside from the two Democrats who had announced they'd oppose McHenry and if the new map is upheld would now be in the 5th district, nobody has announced plans to compete in any of the other races.
