Lincolnton Man Charged With Cruelty To Animals

LINCOLNTON, N.C. – A joint investigation by the Lincoln County Sheriff’s Office and Lincoln County Animal Services has resulted in animal cruelty charges against a Lincolnton man.

Animal Services alerted the Sheriff’s Office to the incident on March 19, 2019 when an employee of Rutherford Electric who was dispatched to the residence in the 1200 block of Springdale Park Road to cut off the power discovered a dog in a kennel that was deceased.

He reported the incident to Animal Services and they went to the scene and discovered the animal inside a small cage. They contacted the owner who advised he could not get there until the next day. Sheriff’s Detective Justin Link was contacted and advised a search warrant would be needed to gain access to the property.

A search warrant was issued and officers were able to enter the property. In the back yard detectives found a deceased canine in a latched kennel with no food or water inside. Detectives then discovered another deceased canine on the other side of the property. This canine was also in a kennel with no access to food.

Detective Link contacted the homeowner, Donald Anthony Armand, 26, of Lincolnton, NC who stated he was going through a bad separation and was staying and working in Charlotte and forgot about the dogs. The canines were collected as evidence and taken to a veterinarian for examination. The examination confirmed the animals died from starvation.

Armand was taken before a Lincoln County magistrate on March 21, 2019 and charged with two counts of felony animal cruelty. He was placed in the Harven A. Crouse Detention Center under a $5,500 secured bond.
